      After years in foreign trade, one of the factors that most directly affects total project cost in road lighting discussions is the arrangement of the luminaires. Many buyers focus only on unit price and wattage of the fixtures, overlooking how single-sided, bilateral symmetrical, bilateral staggered, or central arrangements change the number of poles, cable length, and foundation work-often by a large margin. Drawing on practical project experience, this article explains the suitable scenarios and cost differences of these common arrangements.

Single-Sided Arrangement: Most Economical but Limited in Application

      In a single-sided arrangement, all poles are placed on one side of the road. The advantages are clear: the fewest poles, the lowest foundation and cabling quantities, and the lowest initial investment. It works well on narrow carriageways (typically where the effective road width does not exceed the mounting height), local roads, residential streets, or single-carriageway roads. Visual guidance is also good, helping drivers perceive the road alignment.

      The drawbacks are equally clear. The side without luminaires receives noticeably lower luminance, creating asymmetric lighting conditions for the two directions of traffic and often resulting in poorer uniformity. Once the road becomes wider, dark zones appear. Therefore, although single-sided lighting saves money, it should be restricted to narrow roads. Forcing it onto wider roads usually leads to higher later costs from supplementary lighting or complaints.

Bilateral Symmetrical and Bilateral Staggered: Mainstream Choices for Wider Roads

      When road width increases, bilateral arrangements become almost essential. Bilateral symmetrical places poles directly opposite each other; bilateral staggered offsets the poles on the two sides.

      Bilateral symmetrical delivers the best uniformity-both overall and longitudinal uniformity are easier to achieve-and produces a visually orderly appearance. It is suitable for dual-carriageway roads with a central median or for arterial roads that demand high uniformity. The disadvantage is the largest number of poles and therefore the highest initial cost.

      Bilateral staggered uses somewhat fewer poles than the symmetrical layout (spacing on each side can be increased), so total cost usually falls between single-sided and symmetrical. Overall luminance uniformity is better than single-sided, yet longitudinal uniformity and visual guidance can be slightly weaker than the symmetrical arrangement. Many secondary roads and medium-width roads ultimately choose the staggered layout because it strikes a practical balance between uniformity and cost.

      From an economic viewpoint, on a typical 12–15 m wide road the symmetrical arrangement may require twice as many poles as single-sided, with corresponding increases in cabling and foundation costs; the staggered arrangement can reduce pole numbers by 10–20 % and lower long-term energy and maintenance expenses accordingly.

Central Arrangement: An Efficient Option When a Median Exists

      Central arrangement (also called central symmetrical or twin-arm median mounting) places poles in the central median and directs light to both sides. It is especially suitable for roads with a sufficiently wide central reservation. Light utilization is higher, visual guidance is good, and the number of poles is lower than in bilateral symmetrical layouts, so total cost is often lower than full symmetrical bilateral lighting.

      The prerequisite is that the median is wide enough and does not interfere with traffic or maintenance. If the median is too narrow or later landscaping causes severe obstruction, performance suffers. On expressways and certain arterial roads, central arrangement is a common and relatively economical choice.

Practical Factors Affecting Cost Differences

      Cost differences among arrangements are not limited to pole quantity. Cable lengths, number of distribution cabinets, foundation excavation, and temporary traffic management all change with the layout. Single-sided is the cheapest, central is next, staggered bilateral is higher, and symmetrical bilateral is usually the most expensive.

      Long-term operating costs must also be considered. Schemes with poor uniformity may later require additional luminaires or higher power to compensate, raising both energy and maintenance expenses. In several projects we compared, selecting staggered or central arrangements under the same illuminance target produced lower life-cycle costs than either forcing single-sided onto a wide road or over-using symmetrical bilateral.

      Local construction practices and material prices further influence the final figures. In some markets poles are inexpensive but cabling is costly; in others foundation work is expensive. Site-specific calculation is therefore necessary.

Selection Advice for Export Projects

      Clients often ask which arrangement is the cheapest. My consistent reply is that there is no absolute cheapest option-only the most suitable one. First examine road width and cross-section, then the required illuminance and uniformity, and only afterwards calculate total investment. Prefer single-sided on narrow roads, staggered on medium-width roads, central when a usable median exists, and symmetrical when uniformity or aesthetic requirements are especially high.

      At the proposal stage, presenting the pole counts, preliminary costs, and expected lighting performance of several arrangements side by side helps clients decide faster and reduces later changes.

      Lighting arrangement may appear to be merely "how the lights are placed," yet it directly determines both initial capital outlay and long-term operating expense. Choosing correctly puts money where it delivers value; choosing poorly cannot be fully compensated by cheaper luminaires.
