The striking detail is the proportion of the value sitting outside the luminaires. On packages like this, the lighting equipment is a minority of the cost, and the risk sits in reinstatement, traffic management, and inspection. That is why evaluation has shifted towards evidence: buyers want documentation they can check rather than claims they must trust.
Three Documents That Decide These Bids
The first is photometry. A scheme that includes public realm and waterfront edges needs IES or LDT files per variant, because spill limits are increasingly written into the contract and cannot be demonstrated from a datasheet.
