A Specification Written in Minimums
The Hubei provincial government procurement network published the winning bid for its 2026 livelihood solar street light programme, awarded to Jiangsu Jingchengyuan Electric Group. The result is instructive because of how the specification was written: 240 units, each defined by minimum values rather than by a model number. Pole height 7 metres, lithium iron phosphate battery capacity of at least 80Ah, solar panel of at least 100W, LED source of at least 80W, and an intelligent controller rated 12/24V 10A.
Writing to minimums is good procurement practice. It lets any manufacturer compete while making the failure modes explicit, and it gives the evaluation panel something measurable to check at delivery. It also exposes an assumption worth questioning: that the listed minimums are adequate for the actual location.
Where Solar Specifications Commonly Fall Short
The three parameters that decide whether a led solar street lamp survives its first winter are battery autonomy, panel orientation, and the low-temperature behaviour of the cells. A nominal 80Ah battery delivers considerably less than 80Ah when the enclosure sits below freezing for weeks, and lithium iron phosphate chemistry also accepts charge poorly at low temperature unless the controller manages it.
Autonomy days are the number most often left unstated. Three days of autonomy is a reasonable target for a provincial road in central China; five is safer for a site that matters. Without that figure, a bid can meet every stated minimum and still go dark during a week of cloud.
It is also worth asking what happens at end of life. A solar column with a replaceable battery pack and a standard controller is maintainable. One with a potted assembly is a single-use asset.
