New Roads, Not Retrofits
The Xiqing district housing and construction committee in Tianjin published the winning bid for lighting works on Tianhua Road, between Mingjin Road and Saida Avenue, and on Kaiyuan Road, between the Railway Vocational College and Xiangze Road. The contract went to Tianjin Wanbao Construction Engineering at 1.1729 million yuan. Unlike the many retrofit packages in circulation, this is new-build road lighting for a district that is still filling in its network.
New-build work behaves differently from retrofit. There is no existing pole spacing to inherit, no legacy wiring to reuse, and no resident expectation shaped by what was there before. That freedom is useful, but it also removes the natural constraints that keep retrofit schemes honest, which is why photometric design matters more rather than less.
Choosing Between a Retrofit Lamp and a Full Luminaire
Across the market, the cheapest path is still to keep the existing housing and fit a street bulb light replacement. It works acceptably where poles are sound, spacing is generous, and the requirement is simple presence lighting. It works badly where the old optic was designed around a lamp that emitted in all directions, because the light distribution never truly matches the road.
For arterial roads and junctions carrying mixed traffic, a full 150W LED Street Light luminaire on a 10 to 12 metre column is the correct answer. Purpose-built optics put light on the carriageway instead of into bedroom windows, and the larger housing gives the thermal headroom needed to hold lumen maintenance through a decade of summer nights.
Where a scheme includes both arterial and residential sections, the economical answer is usually two fixture classes on one driver platform, not one compromise model across the whole network.

Pole condition determines more of the budget than luminaire choice on schemes like this.
