Three Years, Signed One at a Time

Jiugong Town in Beijing's Daxing District has opened a public tender for street light maintenance services worth RMB 4.2 million, roughly USD 588,000, over three years. The annual budget is RMB 1.4 million, the contract is signed one year at a time, and joint bids are not accepted. Procurement runs through the Beijing municipal government procurement e-trading platform.

That structure is deliberate. A three-year value with annual signature gives the authority leverage without long-term commitment, and it excludes consortia, which keeps accountability with a single contractor. For bidders, it means the first year is effectively an audition.

What Makes a Maintenance Bid Profitable

Maintenance economics turn on two numbers: how often a luminaire fails, and how much each visit costs. Contractors usually focus on the second and neglect the first, but the first is where the margin is made. A network built on fixtures with adequate thermal headroom and quality drivers generates fewer callouts, and fewer callouts is the whole business.

Fault reporting is the other lever. A Smart outdoor light layer that identifies failures before residents report them changes the crew pattern from reactive to planned, and planned visits are dramatically cheaper per repair because several faults on one street can be handled in a single stop.

Where arterial sections are involved, the equipment choice matters as much as the monitoring. A properly specified 150W LED Street Light with a documented driver lifetime and accessible gear tray turns a failure into a twenty-minute repair rather than a column replacement.

Luxsky Product Perspective

We supply maintenance contractors with the data their bid depends on: driver lifetime at stated ambient, lumen maintenance projections, and gear trays that open without special tooling. Where monitoring is part of the tender, our luminaires accept a socketed control node so the network can be added without replacing the installed base.

Response times belong in the bid rather than in the contract negotiation. Defining a maximum repair window per road class, with a stated penalty, gives the authority something enforceable and gives the contractor a clear target to staff against. Contractors who volunteer those commitments usually win the annual renewal, which is where the three-year value actually sits. Ambiguity here is what turns a profitable term into a punishing one.

If you are pricing a multi-year maintenance tender, send us the inventory and any failure history you hold. We will return a renewal schedule prioritised by risk, which is usually what separates a profitable term from a punishing one.
