The "Notice" makes it clear that with reference to the current mandatory national standards for energy efficiency of relevant key energy-using products and equipment, comprehensively considering the technical level and development stage of China's relevant industries, and benchmarking the advanced energy efficiency level of similar products and equipment at home and abroad, the energy efficiency level of relevant products and equipment is divided into three levels: advanced level, energy-saving level and access level. Among them, in terms of lighting, the "Notice" lists 20 key energy-using products and equipment at the level of energy efficiency, including LED downlights, non-directional self-ballasted LED lights, and LED lamps and lanterns for road and tunnel lighting.
The "Notice" clarifies that the access level is the minimum energy efficiency level threshold for relevant products and equipment to enter the market, and the value is consistent with the current limit value of relevant energy efficiency standards; The energy saving level is not lower than the current energy efficiency level 2, which is more in line with the requirements of energy conservation and carbon reduction compared with the energy efficiency access level products and equipment, and can be converted into the next stage of access level within 3 to 5 years; The advanced level is not lower than energy efficiency level 1, which is the advanced energy efficiency level that can be achieved by the current related products and equipment. The energy efficiency test methods of key energy-using products and equipment are the test methods of the corresponding national standards, and the coverage will be adjusted and supplemented in a timely manner according to the needs of energy conservation and carbon reduction. The advanced level, energy-saving level and access level of energy efficiency of key energy-using products and equipment will also be adjusted in a timely manner according to the technological progress of the industry and the formulation and revision of energy efficiency standards, so as to continue to promote the improvement of energy efficiency of key energy-using products and equipment.
The "Notice" requires that high-energy efficiency products and equipment be vigorously promoted. Improve government policies related to green procurement, and expand the scope of green procurement products. Incorporate energy-saving products into a unified green product system, and accelerate the establishment of a unified green product labeling, certification and acceptance system.
State-owned enterprises should strengthen the energy efficiency management of the industrial chain and supply chain, take the lead in implementing the green procurement guidelines for enterprises, strengthen energy efficiency constraints in procurement, and actively purchase advanced energy efficiency products and equipment. Encourage retail enterprises and e-commerce platforms to guide consumers to give priority to the purchase of advanced energy efficiency products and equipment by setting up product zones, adding proprietary logos, and issuing green coupons. Implement preferential corporate income tax policies for energy-saving and water-saving special equipment and projects, and encourage enterprises to give priority to the selection of advanced energy efficiency products and equipment, and carry out energy-saving and carbon-reduction transformation.
Support green buildings, ultra-low energy consumption, near-zero energy buildings, and major transportation infrastructure to improve the proportion of advanced energy efficiency products and equipment. When introducing policies and measures to promote consumption, all localities should adhere to the green and low-carbon orientation, encourage the use of subsidies, trade-in, points and other ways to guide residents to purchase products and equipment with advanced energy efficiency, and in principle, subsidies shall not be given to products and equipment with energy efficiency lower than the energy-saving level.
The "Notice" makes it clear that the elimination of backward products and equipment will be accelerated. The competent departments of energy conservation at all levels shall strictly control the review of energy conservation, and enterprises shall not purchase and use products and equipment with energy efficiency lower than the access level, and new projects with an annual energy consumption of 10,000 tons of standard coal and above, as well as projects supported by financial funds such as investment in the central budget, and their main energy-using products and equipment shall not be purchased and used in principle with energy efficiency lower than the level of energy conservation products and equipment, and priority shall be given to the purchase and use of products and equipment with energy efficiency reaching an advanced level. Market supervision departments at all levels should strengthen quality supervision, prohibit the production and sale of products and equipment with energy efficiency lower than the access level in accordance with laws and regulations, and severely crack down on false publicity of energy efficiency levels. The competent departments of energy conservation at all levels, the competent departments of industry and information technology should strengthen the supervision of energy conservation, guide the key energy-using units to implement the upgrading and upgrading of key products and equipment, and urge enterprises to eliminate old and backward products and equipment in accordance with laws and regulations.
In addition, the "Notice" mentions that the quality and upgrading of related industries will be promoted. Improve the energy efficiency standard system and energy efficiency labeling system, pay close attention to the formulation and revision of a number of mandatory national standards for energy efficiency of products and equipment, raise the entry threshold, strengthen energy efficiency constraints, and promote the quality and upgrading of related industries. Increase the support of the central budget investment for the manufacturing of energy-efficient products, equipment and related components. Strengthen green financial support, and encourage financial institutions to provide credit support for relevant enterprises to develop and manufacture energy-efficient products and equipment. Encourage key energy-using products and equipment-related industrial clusters to study and formulate targeted policies, comprehensively use price, investment, financial and other measures, increase support for relevant enterprises, guide and support enterprises to take the initiative to implement technological upgrades, and improve product energy efficiency.
The "Notice" clarifies that the above provisions will be implemented from January 1, 2023, and if there are special provisions on the relevant product and equipment standards, those provisions shall prevail.
