A Second Attempt at a Sensitive Specification

Tangxian county's education and sports bureau published the winning bid for the second round of its school classroom lighting equipment retrofit, awarded at 3.2349 million yuan. Procurements that go to a second round are worth noting: the first attempt usually failed because the technical clauses were either too vague to evaluate or too tight to attract compliant bids. In classroom lighting, both failure modes are common.

Education lighting is now one of the most specification-heavy segments in the Chinese market. Parents and school boards understand the vocabulary of eye care, and provincial guidelines set thresholds for desk illuminance, uniformity, glare, flicker, and colour rendering. A bid that meets the wattage but not the glare clause is non-compliant, and tender evaluators check.

What Classroom Fixtures Actually Have to Do

The functional requirements are unusually precise. Desk-level maintained illuminance typically needs to reach 300 lux with uniformity above 0.7, while the blackboard requires its own vertical illuminance, usually 500 lux, delivered without spilling glare into the front row. Unified glare rating should sit at or below 19, and colour rendering above 80 with a comfortable correlated colour temperature near 5,000K.

Flicker is the clause most often missed. It cannot be judged from a datasheet, because it depends on driver quality at the dimmed output the classroom will actually run at. Requiring a measured percent-flicker figure at the operating level, with a test report, is the only reliable control.

Physically, most of this work is delivered by a surface mounted linear light above the desks, paired with a dedicated blackboard luminaire. Mounting height, diffuser quality, and run length matter as much as the LED itself.
