China's State Council has officially issued the Urban Renewal Five-Year Plan, defining the overall goals, six key tasks, 14 major projects, and seven policy measures for urban renewal through 2030. The document marks the country's formal entry into a new development stage centered on stock renewal and high-quality growth - and it carries far-reaching implications for the entire lighting industry.
As the "capillaries" of urban infrastructure, the visual soul of public space, and an important carrier of people's livelihood services, lighting runs through every link of urban renewal. From municipal roads to community lanes, from old factory buildings to historic districts, from green buildings to smart governance, lighting is not only the foundation for normal urban operation but also a key lever for improving city quality and activating urban vitality.
The numbers behind the plan are striking. In 2026, China plans to launch the renovation of 26,000 aging urban residential communities, with central government special subsidies reaching 62.5 billion yuan, focusing on elevator installation, pipeline network renewal, and age-friendly upgrades. Data from the previous year shows 27,100 communities were renovated nationwide, benefiting more than 4.7 million residents, with 14,000 elevators added and 156,000 kilometers of underground pipelines built or upgraded. In these projects, the synchronized upgrading of aging lighting systems has become standard practice.
